Laurel
K. Lackey joined Martin & Seibert, L.C. in 2008 to lead its Maryland Commercial
& Retail practice group, following a successful tenure as an Assistant City Attorney
for the City of Charleston, West Virginia. Her practice is primarily concentrated
in the area of creditors' rights law, representing businesses in the collection
and credit industry. Ms. Lackey has litigated hundreds
of cases in the District Courts and Circuit Courts throughout the state of Maryland
and has appeared before the Court of Appeals and Court of Special Appeals. Ms.
Lackey is highly experienced in defending against claims asserted under the Fair
Debt Collections Practices Act, Fair Credit Reporting Act, and similar state statutes;
and has successfully defended against such claims in both Maryland and West Virginia.
Additionally, she regularly advises clients on regulatory and compliance matters
regarding the collection industry. Though her primarily
practice is focused on civil matters with an emphasis on creditors’ rights, Ms.
Lackey also serves as an associate in the firm's criminal defense practice. She
has successfully defended clients in a multitude of criminal matters, including
both misdemeanors and felonies. During her tenure as Assistant
City Prosecutor for the City of Charleston, Ms. Lackey directed the collection
of fire and refuse fees, as well as business and occupation (B&O;) taxes. Ms. Lackey
also represented the City of Charleston as a city prosecutor in Municipal Court,
and has worked in the field of structured finance, managing a multitude of complex
securities transactions for a Fortune 500 company. Ms.
Lackey is a native of Washington, D.C., but spent the majority of her childhood
in Summersville, West Virginia. She graduated with honors from Transylvania University
with a degree in Political Science. She continued her education at West Virginia
University College of Law. While in law school, Ms. Lackey was active in student
government and completed an internship with the Twenty-Eighth Judicial Circuit
of West Virginia. Ms. Lackey is a member of ACA International,
the Association of Credit and Collections Professionals. She is also a member
of the West Virginia Youth in Government Committee and is a member of the Board
of the Ohio-West Virginia YMCA. She is admitted to practice before the Court of
Appeals of Maryland, the West Virginia Supreme Court of Appeals, the District
of Columbia Court of Appeals, the United States District Court for the Southern
District of West Virginia, and the United States District Court for the Northern
District of West Virginia. |
